PC Minutes 5th July 2016

Minutes of the meeting of Sherington Parish Council held on Tuesday 5th July 2016 at Sherington Village Hall, commencing at 7.30pm

 

PRESENT: A Thatcher (Vice Chair), Cllrs A Hughes, R Johnstone, E Caldwell & R Constantine

 

ALSO ATTENDING: Ward Cllr Geary, Tracey Young (Clerk) and 2 members of the public.

 

  ACTION
1.      RECEIVE AND ACCEPT APOLOGIES FOR ABSENCE

4.      ANY MATTERS ARISING FROM MINUTES  
S.I.D.S training Cllr Thatcher attending, Cllr Johnstone still to attend. Hanslope will be sharing the device with Sherington. It was agreed to set the device up for 3 weeks after Hanslope have their PC meeting which Cllr Thatcher will be attending to mention the rota between the 2 villages. Brackets still need putting up which Cllr Thatcher & Johnstone will resolve AT/RJ

 

5.      RECEIVE WARD COUNCILLORS REPORT  
Cllr Geary mentioned that the MK 2050 Visionary Report which was released yesterday will be something that sets the future for MK. There will be a special council meeting on the 20th July for a consultation and there will be an opportunity to comment on it. There will be a Development Corporation that will set the goals for planning powers and determine what will happen with regard to housing etc. Cllr Thatcher asked whether it would override the NP which Cllr Geary confirmed that it would but there was no guarantee that it would affect Sherington. Also open spaces could be overridden by the Development Corporation.  
6.      RECEIVE CLERKS REPORT  
TY Confirmed that she had chased for an update regarding the defibrillator for the village along with the grant cheque from BALC for a laptop.

Landscaper budget to be looked at with Cllr Thatcher as due to the amount of rain, the landscaper is having to maintain some areas weekly.

7.      RECEIVE REPORT FROM NEIGHBOURHOOD PLAN STEERING GROUP  
Cllr Thatcher advised that the final NP draft was now on the website and that people have 6 weeks to comment and these will be taken into consideration.

The NP to be published in the MK News, MK Pulse, MK Citizen, other Parishes and Phonebook.

Cllr Caldwell asked about the status of the 2 appeals that had originally been rejected by MKC, which was the land at the top of the High St.

Cllr Thatcher confirmed that relationships will be re-instigated with the planning consultant for his help in order to respond to the appeals.  Cllr Geary advised that the PC could request an informal hearing.

8.      RECEIVE WORKING PARTY REPORTS AND CONSIDER MATTERS ARISING  
SHOP – Cllr Johnstone advised that a letter was sent to Shires Farms but no response has been received as of yet.  The CCTV for the shop is broken which could affect the shop insurance therefore Cllr Johnstone will request quotes to get the CCTV fixed.

 

TY has received a complaint from a resident regarding delivery drivers arriving early on Sunday mornings and waking residents up. Cllr Johnstone confirmed that he would speak to the shop.

 

Cllr Johnstone confirmed that a rate demand has been received from MKC which has been back dated for 3 years. The building is not a rateable building and should be able to get relief but it is down to the shop to apply for it.  Cllr Thatcher suggested reviewing the contract which Cllr Johnstone agreed and a meeting to be arranged to discuss shop management.

 

PAVILION – Cllr Thatcher asked whether the rest of the grant had been identified and Cllr Caldwell suggested painting.  Cllr Thatcher also mentioned fixing the car park which MKC advised originally that they would pay 50%.

 

The grant was for £10,000 and £5,000 has been spent. TY to check when the grant money needs to go back.

TY mentioned that the fire exit door could do with replacing as this has been damaged.

 

Cllrs confirmed that Mike from Slimming World could have some keys to open up.

The following was mentioned by 1 member of the public:

 

·         Tarmac on Gun Lane is lose and is not properly done. Cllr Thatcher advised that this was highlighted and passed onto Cllr Keith McLean.  Cllr Geary advised this was a new process which was not resurfacing but to extend the life of the surface for a period of time.

·         Flooding due to drains over flowing. TY confirmed that this had been reported a couple of times but no response.

·         Width of path between Sherington and Newport Pagnell – no access for wheelchairs or pushchairs. Cllr Geary advised that the MKC would be having a meeting in September where gritters etc will be attending – dates TBC.

 

Cllr Thatcher confirmed that all the above had been highlighted previously

14. COUNCILLORS ITEMS  
Cllr Johnstone advised that a yellow van is parking on the pavement which Cllr Geary confirmed that this was illegal and a Parking Enforcement could be issued. Rob Ward from MKC would be the best person to contact regarding Parking Enforcement.

 

Cllr Caldwell suggesting painting the phonebox and asking for volunteers. Cllr Thatcher suggested turning the phonebox into a book exchange

The next Parish Council meeting will be held at the Hall on Tuesday 6th September 2016 at 7.30pm. There being no further business the meeting ended at 2100hrs.
