Minutes of the meeting of Sherington Parish Council held on Tuesday 3rd November 2015 at Sherington Village Hall, commencing at 7.30pm

PRESENT: Cllrs I Collinge (Chair), E Caldwell, R Constantine, A Hughes and R Johnstone

ALSO ATTENDING: Ward Cllr Geary, Hannah Balazs (Clerk), and nine members of the public.

 

  ACTION
1.      RECEIVE AND ACCEPT APOLOGIES FOR ABSENCE

3.      APPROVE MINUTES OF LAST MEETING  
The minutes of the meeting held on 28th October 2015 were agreed as a true record and signed by the Chairman Cllr I Collinge.  
   
4.      WARD COUNCILLOR’S REPORT – Cllr Peter Geary  
Big issue is PlanMK, which is being considered for release for 12 week consultation at the MKC Cabinet on 9th November. There will be a meeting with all parish councillors on 29th October 2015 at 1930 in the Olney Centre to discuss the impacts etc. The ward cllrs will hold public meeting and will notify all residents by letters and public meetings. Dates still to be decided.

The minerals plan is due to be considered for release at the MK Council Meeting on 21st October 2015. MKC delayed it due to doing extra reviews. Once this is done then public consultation will begin. This is the last time MKC can amend the plan once done this will be sent to planning inspector and they will decide and make a view of how it could be. Once this is done MKC can only make a yes or no decision. There will be a series of public meetings to allow people to have a look and see what is going on. The view of the PC is to wait for the content, however James Fishwick the chair of the Lathbury Parish Meeting has advised he/Lathbury have fed back at every point and the view is twofold. The one against Sherington going along the river is the main area and is it fair nothing changed between two drafts. James Fishwick has advised they do not think MKC have gone about this in the right manner. MKC need to learn and work with the communities and to listen. On 21st October there is a full MK Council meeting to address and raise the issues, Lathbury will be making an appearance with residents and one business, he advise physical numbers do make a difference. Ward Cllr Hosking advised correspondence needs to be to the point.

Cllr Collinge spoke about resubmitting the PC’s previous response, as Cllr Collinge is the only member of the previous council it was agreed to send all cllrs the response and then to make a decision as to what to send in response. A response needs to be made to reiterate the PC views as this is a different stage.

 
   
5.      CLERKS REPORT  
5.1 External Audit has been approved and signed off

5.2 Have contacted two people to come and look at the shop door and will advise shortly once this has been completed

5.3 The new bench has now arrived and is currently in storage at the Pavilion, just need a decision on where this should be located – will send around three options for a decision from the cllrs

5.4 Have chased MK regarding the Pavilion Car Park so hopefully they will advise when the work will start to be completed.

5.5 The grant for the neighbourhood plan has now been paid into the PC Account.

5.6 The PPF fund for the Pavilion needs to be sent as there is only a year left on the grant.

5.7  The gate at the Pavilion is now being shut as well as being locked and the sign for the gate is now up along with the No Parking Signs at the Garages.

5.8 The dogs on leads signs have now arrived for the Village Hall Play Area and will be put up in due course.

5.9 Have been working on an online calendar for the Pavilion and this can now go live on the website.

6.      RECEIVE REPORT FROM NEIGHBOURHOOD PLAN STEERING GROUP  
Cllr Hughes gave a brief update on Cllr Bush’s behalf – Draft framework document is going around and will be added to the website once had authorisation from Cllr Bush and all other cllrs agreed to wait for Cllr Bush to give to all go. Draft Minutes and draft policies will be available on the website for all to see. WB/IC
   
7.      RECEIVE WORKING PARTY REPORTS AND CONSIDER MATTERS ARISING  
One item relates to both the Pavilion and the Village Shop – the maintenance on these properties should be completed by the Clerk and not brought to PC meetings due to some urgency on some matters. The clerk should be able to action these and then report at the next meeting.

7.1 Shop – A working party was mentioned at last month’s meeting this should be set up so the future of the shop can be looked at before the planning expires next year. Cllr Collinge advised that Cllr Bush offered to be a part of the group and was willing to take minutes. Cllr Johnstone and Cllr Hughes offered to be a part of the working group as well. Hannah will ask Cllr Thatcher is she still wants to be part of the working group.

Action has been put on for everyone to get together to discuss and work out details before the next PC meeting.

The Electrics have been fixed in the shop and are all safe.

7.2 Pavilion – Cllr Caldwell advised that the electrician that fixed the shop electrics has been to the Pavilion and quoted for a Sensor Light to be installed at all the doors and on the car park. The total of the quote is £845.00 and this has been approved by the cllrs. Cllr Caldwell has asked Hannah to find the last circuit test and to forward ASAP. It was agreed that as on 1st January 205 the Hire rate will change. All bookings are to be paid for in advance. Hannah to catch up on invoices for Football. The new caretaker is Martin Feasey and he will submit a monthly report to Hannah.

8.      CONSIDER RESPONSE TO PLAN:MK  
Cllr Collinge gave a brief update – This is a refresh of the core strategy and there are now four options:

1.      Develop to the west, south west and or south of the city

2.      Develop East of the M1

3.      One or more Satellite Settlements

4.      Intensification and redevelopment of the current urban area.

The next stage of consultation is due to be considered by the cabinet on 9th November where MKC will most likely agree a consultation that will start on 25th November for 12 weeks.

The Ward Cllr’s have arranged public meetings where residents can go along and get information on all of the options, the meetings are taking place as follows:

30th November 2015 at 3:30pm in Olney at the Church,

30th November 2015 at 7:30pm in Olney the church

3rd December 2015 at 7:30pm in Moulsoe at the Millennium Centre

8th December 2015 at 7:30pm in Sherington at the Church

6th January 2016 at 7:30pm in North Crawley at the Church

These meetings are vital for people to find out what is happening and to get as many views as possible as this is important as this will be happening in 3 years time.

Cllr Johnstone, Caldwell, Bush and Collinge attended a meeting held with MKC Ward Cllrs. PC should take lead and reply saying PC do not like 5000 homes being built and an action has been put in place to reply saying not happy and all agreed with this motion.

MK Cabinet meeting is on 9th November at 1830 as the public can attend and have a say. It was agreed that a member of the PC will attend this meeting. On the 11th November the Ward Cllrs are holding a meeting for all villages and all PC cllrs agreed to attend this meeting. The Second option to expand east of M1 could also affect the village and this option has been developing weight as it also has developers behind it. Again All cllrs have agreed to oppose this option two. The PC is going to hold an extra ordinary meeting at the end of the Ward Cllr’s meeting.

9.      CONSIDER RESPONS TO THE MINERALS PLAN  
The Mineral Plan went to MKC and they have decided to put this out for consultation and the only thing that has changed is some of the wording in the document. The consultation is running from4th January for 6 weeks. Again the ward cllrs will be arranging public meetings. Cllr Collinge put an action on all cllrs to start thinking about their response on this consultation.

10.  CONSIDER RESPONSE TO SITE ALLOCATIONS PLAN  
The consultation is running from 28th October 2015 to 20th January 2015. Cllr Collinge suggested a positive reply to MKC and to thank them for leaving to Neighbourhood Steering group. Cllr Collinge will draft a reply and send around fellow cllrs. IC/ALL
   
11.  PLANNING INSPECTORARE APP/Y0435/W/15/3133886: LAND ADJACENT TO HIGH STREET  
The clerk sent the PC response to the inspector on 30th October 2015, and received an acknowledgment of this. Once the appeal date is confirmed will put notices up around the village and on website. IC

14.  EXTERNAL MEETINGS  
There is an external meeting for Rural East and North NAG Annual Meeting on 11th November 2015.  
   
15.  CORRESPONDENCE/ NEW CONSULTATIONS

16.  RECEIVE PUBLIC COMMENTS  
*Is NAG meeting mainly with the Police?

Cllr Geary advised this is where all problems with ASBO’s, Speeding, Dog Mess etc is reported and dealt with.

*Speeding is getting worst and nothing seems to be getting done – What else can be done to stop/prevent this?

Cllr Geary advised that SIDS is very effective and the police and MKC will take more notice of these results. Cllr Collinge advised there are historical reports for SIDS but would require up to date reports. Someone would have to attend a course for a day to learn how these work and then how to install.

*What repair is the car park at the Pavilion having done?

MKC is going to be repairing the potholes at the pavilion and the PC is paying 50% of the cost. Just awaiting a start date for the work from MKC and their contractor.

 
   
17.  COUNCILLORS ITEMS  
*Cllr Hughes advised that two members of the public are concerned about the last item on the agenda and are concerned the public are not being informed correctly.

Cllr Collinge advised that nothing untoward is going on and it is purely discussing employee’s personal matters, contracts etc. Ward Cllr Geary advised that the PC is well within their rights to do this.

*Cllr Constantine – is there an update on weddings at the Pavilion?

Hannah to send a reminder to Martin Jeeves regarding this.

*Cllr Caldwell – The footpaths between Alban Hill and  Newport Pagnell need to be widened/ improved. Ward Cllr Geary advised this is ongoing and is still waiting for a response from MKC. OeHoegd

Hopefully next month will have more information

*Cllr Collinge – Advised we need to organise the Christmas tree for the Village and last year Sally Cook approached Alban Hill and the PC paid a small % for the extra height. Cllr Constantine advised she will speak to Alban Hill regarding the tree for this year.

The next Parish Meeting will be at the Village hall and will be on Tuesday 1st December 2015 commencing at 7.30 pm. There being no further business the meeting ended at 2130hrs
