Minutes of the meeting of Sherington Parish Council held on Tuesday 3rd January 2017 at Sherington Village Hall, commencing at 7.30pm
PRESENT: W Bush (Chair), Cllrs A Thatcher, A Hughes, R Johnstone & E Caldwell
ALSO ATTENDING: Keith McLean, Peter Geary & David Hoskings (Cllrs for Olney Ward), Tracey Young (Clerk) and 4 members of the public.
TY reported that the Transparency Fund cheque had now been received.
Pavilion Sign TY is awaiting measurements then prices will be requested along with enquiring for an additional smaller sign to be placed on the building. Cllr Caldwell mentioned that the original sponsors needed to be placed on the sign. Sandwich Board TY had spoken to MKC regarding whether planning permission was required for a Sandwich Board and advised that they were unsure. Cllr Geary confirmed that a sandwich board would not be allowed and that they were banned. Cllr Bush asked who would be paying for the sandwich board and that surely the shop should pay for it? Cllr Johnstone agreed. TY to find out costs. Cllr Geary mentioned that a bike with a sign would be acceptable as this was mobile. Gun Lane Lighting & Speeding Alban Hill TY reported that she had been in contact with David Hall from MKC regarding the lighting and speeding and that Mr Hall would like to meet up to discuss and whether the Parish would match funding. Cllr Johnstone had also been in touch with Mr Hall and had sent details of the S.I.D.S data. Cllr McLean advised that he was meeting with Mr Hall next week and for the Cllrs to put a list together that they could discuss. Cllr Geary mentioned that Mr Hall would be able to suggest ways to reduce speeding within the village. Cllr Johnstone to contact Mr Hall with regards to setting up a meeting |

7. RECEIVE REPORT FROM NEIGHBOURHOOD PLAN STEERING GROUP | |||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||
Cllr Bush asked residents to contact MKC to comment on the NP and give their support. TY to send the link
Cllr Bush informed that once the consultation period was over, we get closer to policies of the NP holding some weight which is very relevant given that we have planning applications being examined by MK. Cllr Bush reported that one application had a problem with newts and one other had issues on the Highways according to MKC. Cllr Bush spoke about the stages after the consultation period was over as follows: – MKC would appoint an examiner – Either a public examination if an objector requests – Examiner goes through plan and comments – Possibly amended plan depending on examiner – MKC Electoral Services arranges a Parish Poll – Planning Law Cllr Bush added that there was a statement from the Government that because a lot of local authorities have been slow to adopt NP even when they are passed it comes into force as soon as the referendum goes through. Cllr Bush hopes that a Poll would take place in spring/summer time. Cllr Bush asked the Ward Cllrs whether the Parish were allowed to campaign for a yes vote. Cllr Geary confirmed they do and Cllr McLean added that door to door flyers requesting resident’s comments would be a good idea. Cllr Bush confirmed that there was no NPSG meeting this month. Cllr McLean suggested the Parish write to Planning and ask what the timescales be from examination to when the referendum would take place. Action WB Mr Powell asked what affect the 3 year housing plan had on the NP in which Cllr Geary advised that it should not make any difference. Cllr Bush added that there was a Ministerial statement made before Christmas which basically said that where a local authority does not have a 5 year land supply, there has been an argument that any NP policies could not be up to date either and that the statement said this was not the case as long as 3 things happen – 1. The local authority does have a 3 year supply 2. The NP is no more than 2 years from inception 3. The NP had allocated more housing than it was required to under the Local Plan Cllr Bush aded that the 9th February was a critical date |

SHOP – Cllr Johnstone reported that the CCTV was now functioning with the larger memory
PAVILION – Cllr Caldwell advised that the letter to the landlord with the last 2 years rent was going ahead. Car Park – Cllr Caldwell asked which ditch required clearing and TY confirmed it was the ditch in the field that was full of turf and mud etc which was causing the car park to flood along with the drains. TY confirmed that Mr Grace from MKC suggested talking to the farmer. Action TY to send RJ correspondence. RJ to speak to Ms Cook Cllr Caldwell to chase Ben for quote Cllr Bush mentioned using the pavilion as a base for the PC and putting in storage space. A suggestion was made to hold PC meetings at the Pavilion and Cllr Hughes suggested a trial. Cllr Thatcher suggested placing an event on the website mentioning PC meetings to be held at the Pavilion and to request comments. Cllr Hughes suggested wifi. Cllr Thatcher suggested we discuss in the Finance/Budget meeting. |

Mr Williams advised that there was a scheme going on to enable parts of old church yards to turn into wildlife areas and asked whether the Parish would support that. Cllrs were in support but needed to know what was involved and suggested talking to the Church Council. Action DW
Mr Powell expressed his concern with regards to all the trees being chopped down in the village. Cllr Bush added his concerns with regards to the loss of trees and suggested putting together a definitive plan of the trees in the village and make sure the Parish knows which trees are which and do they have a TPO? Cllr Bush asked how many tree officers were at MKC in which Cllr Geary advised there was just one. Cllr Geary advised that if a tree was cut down in a conservation area without permission then that person could be fined £2000. Cllr Bush asked whether if a tree was on Highways land but just outside the conservation area, could the Parish ask for a TPO in which Cllr Geary advised we could but Highways could object. |

Cllr Hughes mentioned that the electrician suggested the defibrillator should be placed under the kitchen window as it would be cheaper. The electrican would charge £150 + Vat which the Cllrs agreed. Cllr Hughes also added that she would be away for the next two meetings.
Cllr Thatcher suggested a village caretaker to clear footpaths, clean signs, empty bins, weeding, fill grit bins etc similar hours to the Pavilion caretaker. Cllr Bush agreed in principal but wanted to see more details. Cllr Caldwell suggested the Pavilion Caretaker take on the role. More discussions to be undertaken. Action AT Cllr Johnstone asked what had happened with regards to the trig point as it had disappeared. Action RJ sending TY details to investigate Mr Williams commented that the Spy Cop at the top of the hill was rotting away and either needed taking down or maintained.
