{"id":1497,"date":"2019-01-09T08:21:35","date_gmt":"2019-01-09T08:21:35","guid":{"rendered":"http:\/\/www.sheringtonpc.co.uk\/?p=1497"},"modified":"2019-01-09T08:21:35","modified_gmt":"2019-01-09T08:21:35","slug":"minutes-from-pc-meeting-4-december-2018","status":"publish","type":"post","link":"https:\/\/www.sherington-pc.gov.uk\/index.php\/2019\/01\/09\/minutes-from-pc-meeting-4-december-2018\/","title":{"rendered":"Minutes from PC Meeting 4 December 2018"},"content":{"rendered":"<p><\/p>\n<p>SHERINGTON PARISH COUNCIL<\/p>\n<p><\/p>\n<p><\/p>\n<p>Minutes of the meeting of Sherington Parish Council held on Tuesday 4<sup>th<\/sup> December 2018, at the Pavilion, commencing at 7.30pm<\/p>\n<p><\/p>\n<p><\/p>\n<p>PRESENT: Cllrs Watts (Chair),<br \/>\nShires and Selvey, Parish Clerk Will Pike.<\/p>\n<p><\/p>\n<p><\/p>\n<p>ALSO ATTENDING: Ward<br \/>\nCouncillor Geary and 9 members of the public.<\/p>\n<p><\/p>\n<p><\/p>\n<ol>\n<li><strong>RECEIVE AND ACCEPT APOLOGIES FOR ABSENCE<\/strong><\/li>\n<\/ol>\n<p><\/p>\n<p><\/p>\n<p>Cllr Bush \u2013<br \/>\nAccepted.<\/p>\n<p><\/p>\n<p><\/p>\n<ul>\n<li><strong>RECEIVE ANY DECLARATIONS OF INTEREST<\/strong><\/li>\n<\/ul>\n<p><\/p>\n<p><\/p>\n<p>None<\/p>\n<p><\/p>\n<p><\/p>\n<ul>\n<li><strong>APPROVE MINUTES FROM LAST MEETING<\/strong><\/li>\n<\/ul>\n<p><\/p>\n<p><\/p>\n<p>Approved and<br \/>\nsigned by Cllr Watts.<\/p>\n<p><\/p>\n<p><\/p>\n<ul>\n<li><strong>RECEIVE WARD COUNCILLORS REPORT<\/strong><\/li>\n<\/ul>\n<p><\/p>\n<p><\/p>\n<p>Ward<br \/>\nCouncillor Geary mentioned the following:<\/p>\n<p><\/p>\n<p><\/p>\n<p>The issues<br \/>\nsurrounding ditch grates and responsibility for them was close to being<br \/>\nresolved.<\/p>\n<p><\/p>\n<p><\/p>\n<p>Speeding<br \/>\naround villages is to be investigated further.<\/p>\n<p><\/p>\n<p><\/p>\n<p>The land at<br \/>\nJunction 14 was again mentioned. Now at the stage of looking at designs for the<br \/>\npotential 5000 houses. It was mentioned that there is potential for development<br \/>\nto come within 500 meters of the village.<\/p>\n<p><\/p>\n<p><\/p>\n<p>Speeding was<br \/>\nmentioned again along with possible reduction methods. It was agreed by the Council<br \/>\nto revisit this in the new year and Ward Cllr Geary gave Debbie Taylor-Bond as<br \/>\nthe person to contact within MK Council.<\/p>\n<p><\/p>\n<p><\/p>\n<ul>\n<li><strong>RECEIVE REPORT ON ACTIONS FROM LAST MEETING<\/strong><\/li>\n<\/ul>\n<p><\/p>\n<p><\/p>\n<p>The issue of<br \/>\nwork commencing earlier than allowed was again bought up along with the issue<br \/>\nof lorries \u2018queuing\u2019 along the High Street prior to the site opening. Cllr<br \/>\nWatts mentioned he already had a complaint in with MK Council regarding the<br \/>\nissue and agreed to take it forward.<\/p>\n<p><\/p>\n<p><\/p>\n<p>WP confirmed<br \/>\nthe bank mandate was in the process of being updated but that the process can<br \/>\nbe lengthy, especially with the amount of changes requested. Ward Cllr Geary<br \/>\nmentioned that any changes to the mandate itself (excluding the updating of<br \/>\nsignatories) would have to be reflected in the Councils Standing Orders and<br \/>\nthis was noted for future reference.<\/p>\n<p><\/p>\n<p><\/p>\n<p>WP confirmed<br \/>\nthere was no movement on the Landscaping Fund allocation whilst the joint<br \/>\nproposal was being looked it in more detail.<\/p>\n<p><\/p>\n<p><\/p>\n<ul>\n<li><strong>CLERKS REPORT<\/strong><\/li>\n<\/ul>\n<p><\/p>\n<p><\/p>\n<p>WP mentioned<br \/>\nthe following:<\/p>\n<p><\/p>\n<p><\/p>\n<p>The website<br \/>\nis still going through a transfer process which will be completed shortly. Cllr<br \/>\nWatts agreed to help with content updating etc once the hosting and site was<br \/>\nfully under the Council\u2019s control.<\/p>\n<p><\/p>\n<p><\/p>\n<p>Correspondence<br \/>\nhad been received regarding the Barwood Homes site and the issues mentioned<br \/>\nabove.<\/p>\n<p><\/p>\n<p><\/p>\n<p>That the White<br \/>\nHart pub had been nominated for \u2018Parlimentary Pub of the Year\u2019 by Local MP Mark<br \/>\nLancaster.<\/p>\n<p><\/p>\n<p><\/p>\n<ul>\n<li><strong>PROJECT GROUP UPDATES<\/strong><\/li>\n<\/ul>\n<p><\/p>\n<p><\/p>\n<p><strong>SHOP:<\/strong><\/p>\n<p><\/p>\n<p><\/p>\n<p>No update was<br \/>\ngiven \u2013 the next meeting is due to be held in January.<\/p>\n<p><\/p>\n<p><\/p>\n<p><strong>PAVILION:<\/strong><\/p>\n<p><\/p>\n<p><\/p>\n<p>Several<br \/>\nmaintenance issues were raised by Sandra, the Pavilion Caretaker to be looked<br \/>\nat in more detail.<\/p>\n<p><\/p>\n<p><\/p>\n<p>WP also<br \/>\nmentioned that P.A.T. Testing will need to be done soon. Cllr Selvey will look<br \/>\nat the issues and WP will liaise with Jim, the Village Caretaker, to see if any<br \/>\nsmaller issues can be sorted by him.<\/p>\n<p><\/p>\n<p><\/p>\n<p><strong>BIODIVERSITY:<\/strong><\/p>\n<p><\/p>\n<p><\/p>\n<p>It was agreed<br \/>\nto hold a meeting in either the Village Hall or the Pavilion to showcase what<br \/>\nhas been done so far and what the next steps will be. Cllr Shires agreed to<br \/>\ntake this project forward.<\/p>\n<p><\/p>\n<p><\/p>\n<ul>\n<li><strong>CARETAKERS REPORT<\/strong><\/li>\n<\/ul>\n<p><\/p>\n<p><\/p>\n<p>Jim had been<br \/>\ncleaning around the village as usual. No further update was given due to the<br \/>\nshort period from the last meeting.<\/p>\n<p><\/p>\n<p><\/p>\n<p>As above it was<br \/>\nagreed that WP will contact him in the new year to discuss what other jobs he<br \/>\nwould be happy to do around the village specifically regarding maintenance.<\/p>\n<p><\/p>\n<p><\/p>\n<ul>\n<li><strong>FINANCE<\/strong><\/li>\n<\/ul>\n<p><\/p>\n<p><\/p>\n<p>Current<br \/>\nAccount Balance: \u00a32,646.16<\/p>\n<p><\/p>\n<p><\/p>\n<p>Savings<br \/>\nAccount Balance: \u00a345,023.67<\/p>\n<p><\/p>\n<p><\/p>\n<p>Cheques Due<br \/>\nfor Payment: \u00a34,101.80<\/p>\n<p><\/p>\n<p><\/p>\n<p>Total<br \/>\ntherefore being held is \u00a343,568.03<\/p>\n<p><\/p>\n<p><\/p>\n<p>All cheques<br \/>\nwere approved for payment.<\/p>\n<p><\/p>\n<p><\/p>\n<ol>\n<li><strong>PLANNING<br \/>\nAPPLICATIONS<\/strong><\/li>\n<\/ol>\n<p><\/p>\n<p><\/p>\n<p>None.<\/p>\n<p><\/p>\n<p><\/p>\n<p><strong>CONSIDERATION OF OTHER OUTSTANDING OR RECENTLY<br \/>\nSUBMITTED APPLICATIONS<\/strong><\/p>\n<p><\/p>\n<p><\/p>\n<p>None.<\/p>\n<p><\/p>\n<p><\/p>\n<ol>\n<li><strong>CONSIDER<br \/>\nCORRESPONDENCE AND NEW CONSULTATIONS<\/strong><\/li>\n<\/ol>\n<p><\/p>\n<p><\/p>\n<p>None.<\/p>\n<p><\/p>\n<p><\/p>\n<ol>\n<li><strong>EXTERNAL<br \/>\nMEETINGS<\/strong><\/li>\n<\/ol>\n<p><\/p>\n<p><\/p>\n<p>Olney Ward<br \/>\nForum Meeting to take place on 5<sup>th<\/sup> December 2018.<\/p>\n<p><\/p>\n<p><\/p>\n<ol>\n<li><strong>RECEIVE<br \/>\nPUBLIC COMMENTS<\/strong><\/li>\n<\/ol>\n<p><\/p>\n<p><\/p>\n<p>The<br \/>\npossibility of ANPR cameras in the village was raised. Ward Cllr Geary<br \/>\nconfirmed that it was being looked at but that MK Council were currently<br \/>\nrecruiting someone to fill that role.<\/p>\n<p><\/p>\n<p><\/p>\n<p>It was<br \/>\nmentioned that two of the street lights on Church Road had not been working for<br \/>\nsometime.
