{"id":1491,"date":"2019-01-07T16:42:55","date_gmt":"2019-01-07T16:42:55","guid":{"rendered":"http:\/\/www.sheringtonpc.co.uk\/?p=1491"},"modified":"2019-01-07T16:42:55","modified_gmt":"2019-01-07T16:42:55","slug":"minutes-from-pc-meeting-21st-november","status":"publish","type":"post","link":"https:\/\/www.sherington-pc.gov.uk\/index.php\/2019\/01\/07\/minutes-from-pc-meeting-21st-november\/","title":{"rendered":"Minutes from PC Meeting 21st November 2018"},"content":{"rendered":"<p><\/p>\n<p>SHERINGTON PARISH COUNCIL<\/p>\n<p><\/p>\n<p><\/p>\n<p>Minutes of the meeting of Sherington Parish Council held on Wednesday 21<sup>st<\/sup> November 2018, at the Pavilion, commencing at 7.30pm<\/p>\n<p><\/p>\n<p><\/p>\n<p>PRESENT: Cllrs Bush (Chair), Johnstone, Hughes, Selvey, Parish Clerk Will Pike.<\/p>\n<p><\/p>\n<p><\/p>\n<p>ALSO ATTENDING: 11 members of<br \/>\nthe public.<\/p>\n<p><\/p>\n<p><\/p>\n<ol>\n<li><strong>RECEIVE AND ACCEPT APOLOGIES FOR ABSENCE<\/strong><\/li>\n<\/ol>\n<p><\/p>\n<p><\/p>\n<p>Ward Cllr<br \/>\nHosking \u2013 apologies accepted.<\/p>\n<p><\/p>\n<p><\/p>\n<ul>\n<li><strong>RECEIVE ANY DECLARATIONS OF INTEREST<\/strong><\/li>\n<\/ul>\n<p><\/p>\n<p><\/p>\n<p>None<\/p>\n<p><\/p>\n<p><\/p>\n<ul>\n<li><strong>CO-OPT BRIAN WATTS &amp; EDWARD SHIRES TO THE COUNCIL<\/strong><\/li>\n<\/ul>\n<p><\/p>\n<p><\/p>\n<p>Cllr Bush<br \/>\nproposed that both be co-opted to the Council and Cllr Selvey seconded.<\/p>\n<p><\/p>\n<p><\/p>\n<p>Cllr<br \/>\nJohnstone then raised concerns about Edward Shires and his reasons for becoming<br \/>\na councillor. <\/p>\n<p><\/p>\n<p><\/p>\n<p>Cllrs<br \/>\nJohnstone and Hughes then both offered their resignation.<\/p>\n<p><\/p>\n<p><\/p>\n<p>Edward Shires<br \/>\noffered a reply to concerns regarding potential conflicts of interest around<br \/>\nhis membership of the Council. He understands that there will be conflicts and<br \/>\naccepts that he will not be able to vote on these areas.<\/p>\n<p><\/p>\n<p><\/p>\n<p>Cllr Bush<br \/>\nreiterated the point that, as the Council is short of numbers, whenever someone<br \/>\nvolunteers from the role they cannot be turned away and personal opinion can<br \/>\nnot sway a Council\u2019s decision.<\/p>\n<p><\/p>\n<p><\/p>\n<p>It was agreed<br \/>\nto co-opt Edward<br \/>\nand Brian to the Council and they were both signed in by Parish Clerk Will Pike.<\/p>\n<p><\/p>\n<p><\/p>\n<p>At this point<br \/>\nCllr Hughes left the meeting.<\/p>\n<p><\/p>\n<p><\/p>\n<ul>\n<li><strong>APPROVE MINUTES FROM LAST MEETING<\/strong><\/li>\n<\/ul>\n<p><\/p>\n<p><\/p>\n<p>Approved and<br \/>\nsigned by Cllr Bush.<\/p>\n<p><\/p>\n<p><\/p>\n<ul>\n<li><strong>RECEIVE WARD COUNCILLORS REPORT<\/strong><\/li>\n<\/ul>\n<p><\/p>\n<p><\/p>\n<p>As no Ward<br \/>\nCouncillor was present no report was given.<\/p>\n<p><\/p>\n<p><\/p>\n<ul>\n<li><strong>RECEIVE REPORT ON ACTIONS FROM LAST MEETING<\/strong><\/li>\n<\/ul>\n<p><\/p>\n<p><\/p>\n<p>WP confirmed<br \/>\nthat cleaning of the chairs in the Pavilion is due to happen in the week<br \/>\ncommencing 10<sup>th<\/sup> December.<\/p>\n<p><\/p>\n<p><\/p>\n<p>WP reported<br \/>\nthat, in regards to the Pavilion rent, we had been advised that the best way<br \/>\nforward is to arrange a meeting between the advisers of both sides in order to<br \/>\nsort the matter once and for all. WP to sort.<\/p>\n<p><\/p>\n<p><\/p>\n<p>It was raised<br \/>\nagain that deliveries were still being made to the shop early in the morning.<br \/>\nCllr Bush advised that Ward Councillor McLean had taken this up with MKC and<br \/>\nPlanning Enforcement to see what could be done.<\/p>\n<p><\/p>\n<p><\/p>\n<p>WP mentioned<br \/>\nthat the site manager for the Barwood Homes development had made contact asking<br \/>\nto report any issues with the site. It was mentioned that the road is still<br \/>\nbeing left in an unsatisfactory state after deliveries. WP will raise again<br \/>\nwith the site manager.<\/p>\n<p><\/p>\n<p><\/p>\n<ul>\n<li><strong>DISCUSS PLAN:MK AND THE MAIN MODIFICATIONS MADE AND<br \/>\nRECOMMENDED ALONG WITH THE TIE IN WITH MK FUTURES 2050<\/strong><\/li>\n<\/ul>\n<p><\/p>\n<p><\/p>\n<p>It was noted<br \/>\nthat the consultation for this closes on 12<sup>th<\/sup> December 2018.<\/p>\n<p><\/p>\n<p><\/p>\n<p>No changes<br \/>\nhave been made to the \u2018East of M1 development\u2019 but it will allocate housing<br \/>\naround the \u2018A421 development.\u2019<\/p>\n<p><\/p>\n<p><\/p>\n<p>It was<br \/>\nexplained that the changes are trying to press the process into being more<br \/>\nactive and purposeful.<\/p>\n<p><\/p>\n<p><\/p>\n<p>It is<br \/>\nexpected that the bulk of housing will be around existing areas such as Newport<br \/>\nPagnell, Olney and Woburn.<\/p>\n<p><\/p>\n<p><\/p>\n<p>Cllr Bush<br \/>\nproposed that we ask Chris Akrill to draft a response regarding these<br \/>\ndevelopments as the matter is extremely complex. All were in agreement. WP will<br \/>\nask Chris to reply.<\/p>\n<p><\/p>\n<p><\/p>\n<p>Cllr Bush<br \/>\nmentioned that the Hanslope Parish Chair is concerned that the vision of MK<br \/>\nFutures is being imported without proper consideration.<\/p>\n<p><\/p>\n<p><\/p>\n<p>Cllr Bush also<br \/>\nmentioned that the Neighbourhood Plan will also need to be revisited because of<br \/>\nthese developments.<\/p>\n<p><\/p>\n<p><\/p>\n<ul>\n<li><strong>CLERKS REPORT<\/strong><\/li>\n<\/ul>\n<p><\/p>\n<p><\/p>\n<p>WP mentioned<br \/>\nthe following:<\/p>\n<p><\/p>\n<p><\/p>\n<p>The website<br \/>\nis in the process of being transferred to the Parish Council for both hosting<br \/>\nand content. This will take a couple of weeks and then the website will be<br \/>\nupdated as previously discussed once we have full control.<\/p>\n<p><\/p>\n<p><\/p>\n<p>NPower have<br \/>\nreissued a previously overstated bill leaving us in credit with the Company. WP<br \/>\nasked if we would like to get the money refunded or left on account \u2013 it was<br \/>\nagreed to leave with NPower going forward.<\/p>\n<p><\/p>\n<p><\/p>\n<p>WP advised<br \/>\nthat we are just waiting for a date from BT to remove the phone from the Rev Box<br \/>\non The Knoll. This should happen in the next few weeks but no definite time<br \/>\nframe has been given by BT.<\/p>\n<p><\/p>\n<p><\/p>\n<p>WP advised<br \/>\nthat SPC had applied for a share of the \u00a3100k landscaping fund being made<br \/>\navailable by MKC but that a second proposal had been put forward by a group of<br \/>\nParish Councils in order to use the fund to buy specific equipment for cleaning<br \/>\nand weeding around Parishes. It was agreed to show cautious acceptance to this<br \/>\nproject whilst we await further details.<\/p>\n<p><\/p>\n<p><\/p>\n<p>It was agreed<br \/>\nthat WP will contact Phonebox magazine to get a copy of the current advert for<br \/>\nthe Pavilion so that it can be updated for new pricing etc.<\/p>\n<p><\/p>\n<p><\/p>\n<p>WP mentioned<br \/>\nthat MKC are running a clean-up on December 3<sup>rd<\/sup> for all illegal<br \/>\nsignage around the Borough. Any signs that need to be removed can be notified<br \/>\nto him or to MKC directly.<\/p>\n<p><\/p>\n<p><\/p>\n<ul>\n<li><strong>PROJECT GROUP UPDATES<\/strong><\/li>\n<\/ul>\n<p><\/p>\n<p><\/p>\n<p><strong>SHOP:<\/strong><\/p>\n<p><\/p>\n<p><\/p>\n<p>Two meetings<br \/>\nhad taken place of the newly formed Shop Group. Cllr Johnstone provided a quick<br \/>\nupdate of matters discussed so far:<\/p>\n<p><\/p>\n<p><\/p>\n<p>Cllr<br \/>\nJohnstone thanked Helen Sachdev for all of her input so far.<\/p>\n<p><\/p>\n<p><\/p>\n<p>It has been<br \/>\nagreed that the size of building is appropriate.<\/p>\n<p><\/p>\n<p><\/p>\n<p>The budget<br \/>\nwill be ~\u00a3150k.<\/p>\n<p><\/p>\n<p><\/p>\n<p>Some computer<br \/>\ngenerated images are to be provided to give a clearer view of what any<br \/>\ndevelopment will look like.<\/p>\n<p><\/p>\n<p><\/p>\n<p>The surfacing<br \/>\nof the car park has been put on the back-burner for now until further decisions<br \/>\nhave been made.<\/p>\n<p><\/p>\n<p><\/p>\n<p>It was again<br \/>\nconfirmed that Ward Cllr McLean is corresponding with MKC regarding the noise<br \/>\nissues at the current shop.<\/p>\n<p><\/p>\n<p><\/p>\n<p><strong>PAVILION:<\/strong><\/p>\n<p><\/p>\n<p><\/p>\n<p>As discussed<br \/>\nabove the rent is being looked into by advisers from both parties.<\/p>\n<p><\/p>\n<p><\/p>\n<p><strong>BIODIVERSITY:<\/strong><\/p>\n<p><\/p>\n<p><\/p>\n<p>It was agreed<br \/>\nthat, due to Cllr Shaws resignation last meeting, Edward Shires would take on<br \/>\nthis role going forward.<\/p>\n<p><\/p>\n<p><\/p>\n<ol>\n<li><strong>CARETAKERS<br \/>\nREPORT<\/strong><\/li>\n<\/ol>\n<p><\/p>\n<p><\/p>\n<p>WP confirmed<br \/>\nthat Jim had provided a list of clothing required for the winter months and<br \/>\nwill order shortly.<\/p>\n<p><\/p>\n<p><\/p>\n<p>No full<br \/>\nreport was given as Jim had been away on holiday.<\/p>\n<p><\/p>\n<p><\/p>\n<p>WP will consult<br \/>\nas to wether we can purchase a hand mower for Jim to use in locations were dog<br \/>\nfouling has become an issue in order to keep the grass shorter.<\/p>\n<p><\/p>\n<p><\/p>\n<ol>\n<li><strong>FINANCE<\/strong><\/li>\n<\/ol>\n<p><\/p>\n<p><\/p>\n<p>Current Account<br \/>\nBalance: \u00a3794.76<\/p>\n<p><\/p>\n<p><\/p>\n<p>Savings<br \/>\nAccount Balance: \u00a347,681.43<\/p>\n<p><\/p>\n<p><\/p>\n<p>Cheques Due<br \/>\nfor Payment: \u00a33,159.80<\/p>\n<p><\/p>\n<p><\/p>\n<p>Total<br \/>\ntherefore being held is \u00a345,316.39<\/p>\n<p><\/p>\n<p><\/p>\n<p>All cheques<br \/>\nwere approved for payment.<\/p>\n<p><\/p>\n<p><\/p>\n<ol>\n<li><strong>PLANNING<br \/>\nAPPLICATIONS<\/strong><\/li>\n<\/ol>\n<p><\/p>\n<p><\/p>\n<p><strong>UPDATE ON \u2018THE BARN\u2019 GUN LANE<\/strong><\/p>\n<p><\/p>\n<p><\/p>\n<p>Cllr Bush<br \/>\nconfirmed that there was no objection originally but no support for the new<br \/>\nplans as they involve extending the current footprint. Cllr Bush will report<br \/>\nfurther as this progresses and will attend a Development Control meeting on<br \/>\nThursday 22<sup>nd<\/sup> November.<\/p>\n<p><\/p>\n<p><\/p>\n<p><strong>UPDATE ON HAZELMEAD FARM APPEAL<\/strong><\/p>\n<p><\/p>\n<p><\/p>\n<p>Cllr Bush<br \/>\nconfirmed that the appeal had been turned down.<\/p>\n<p><\/p>\n<p><\/p>\n<p><strong>UPDATE ON LATHBURY MINERALS SITE<\/strong><\/p>\n<p><\/p>\n<p><\/p>\n<p>Cllr Bush<br \/>\nconfirmed that this had been approved in August and it would appear that<br \/>\ngenuine concerns raised have not been listened to. Cllr Bush will communicate<br \/>\nwith Jim Gardener to put these concerns across.<\/p>\n<p><\/p>\n<p><\/p>\n<p><strong>CONSIDERATION OF OTHER OUTSTANDING OR RECENTLY<br \/>\nSUBMITTED APPLICATIONS<\/strong><\/p>\n<p><\/p>\n<p><\/p>\n<p>None<\/p>\n<p><\/p>\n<p><\/p>\n<ol>\n<li><strong>CONSIDER<br \/>\nCORRESPONDENCE AND NEW CONSULTATIONS<\/strong><\/li>\n<\/ol>\n<p><\/p>\n<p><\/p>\n<p>None<\/p>\n<p><\/p>\n<p><\/p>\n<ol>\n<li><strong>EXTERNAL<br \/>\nMEETINGS<\/strong><\/li>\n<\/ol>\n<p><\/p>\n<p><\/p>\n<p>None<\/p>\n<p><\/p>\n<p><\/p>\n<ol>\n<li><strong>RECEIVE<br \/>\nPUBLIC COMMENTS<\/strong><\/li>\n<\/ol>\n<p><\/p>\n<p><\/p>\n<p>A concern was<br \/>\nraised regarding asbestos removal at the development on Water Lane. Cllr Bush<br \/>\nconfirmed that any removal will have to be carried out in a carefully<br \/>\ncontrolled manner.<\/p>\n<p><\/p>\n<p><\/p>\n<p>Several<br \/>\ncomments were made thanking Cllr Johnstone for his work as a Councillor<br \/>\nespecially with regards to his work with the shop. He confirmed he will carry<br \/>\non sitting on the Shop Committee.<\/p>\n<p><\/p>\n<p><\/p>\n<p>Several<br \/>\ncomments were made about conflicts of interest \u2013 Cllr Bush responded by saying<br \/>\nthat \u2018Councils will always be full of conflicts\u2019 and again reminded all that<br \/>\nwhere there are vacancies on a Council they must be filled if a willing<br \/>\nvolunteer comes forward.<\/p>\n<p><\/p>\n<p><\/p>\n<p>The Council<br \/>\nwere asked if they wish to have a Christmas tree on The Knoll again and all<br \/>\nwere in agreement.<\/p>\n<p><\/p>\n<p><\/p>\n<ol>\n<li><strong>COUNCILLORS<br \/>\nITEMS<\/strong><\/li>\n<\/ol>\n<p><\/p>\n<p><\/p>\n<p>Cllr Johnstone<br \/>\npointed out the latest SIDS data suggested that 89.5% of drivers were found to<br \/>\nbe speeding travelling from Olney into the village and 40% were speeding<br \/>\ntravelling away from the village.<\/p>\n<p><\/p>\n<p><\/p>\n<p>It was agreed<br \/>\nto speak with Ward Councillor McLean regarding possible next steps as the data<br \/>\ncould now not be more conclusive.<\/p>\n<p><\/p>\n<p><\/p>\n<p>It was<br \/>\nmentioned that an ANPR (number plate recognition camera) costs around \u00a35,000<br \/>\nand this would likely be a next step in enforcement of limits.<\/p>\n<p><\/p>\n<p><\/p>\n<p>WP pointed<br \/>\nout that with Cllr Hughes\u2019 resignation the Council was without a vice-chair.<br \/>\nCllr Bush proposed that Brian Watts take the role and all were in agreement.<\/p>\n<p><\/p>\n<p><\/p>\n<p>Cllr Selvey<br \/>\nraised the point about \u2018emergency payments\u2019 and the difficulty processing<br \/>\npayment for an emergency leak at the Pavilion.
