{"id":1391,"date":"2018-01-20T20:00:14","date_gmt":"2018-01-20T20:00:14","guid":{"rendered":"http:\/\/www.sheringtonpc.co.uk\/?p=1391"},"modified":"2018-01-20T20:00:14","modified_gmt":"2018-01-20T20:00:14","slug":"minutes-january-2018","status":"publish","type":"post","link":"https:\/\/www.sherington-pc.gov.uk\/index.php\/2018\/01\/20\/minutes-january-2018\/","title":{"rendered":"Minutes 9th January 2018"},"content":{"rendered":"<p><strong>Minutes of the meeting of Sherington Parish Council held on Tuesday, 9<sup>th<\/sup> January 2018 at the Pavilion, commencing at 7.30pm.<\/strong><strong>\u00a0<\/strong><\/p>\n<p><strong>PRESENT:<\/strong>\u00a0\u00a0\u00a0 W Bush (Chair), Cllrs Thatcher, Selvey, and Hughes<\/p>\n<p><strong>ALSO ATTENDING:<\/strong>\u00a0 Cllr McLean (Ward Councillor) and 7 members of the public.<\/p>\n<ol>\n<li><strong> RECEIVE AND ACCEPT APOLOGIES FOR ABSENCE<\/strong><\/li>\n<\/ol>\n<p>Cllr Johnstone and Cllr Shaw.<\/p>\n<ol start=\"2\">\n<li><strong> RECEIVE ANY DECLARATIONS OF INTEREST<\/strong><\/li>\n<\/ol>\n<p>None.<\/p>\n<ol start=\"3\">\n<li><strong> APPROVE MINUTES FROM LAST MEETING \u2013 19<sup>th<\/sup> December 2017<\/strong><\/li>\n<\/ol>\n<p><strong>\u00a0<\/strong>The minutes were approved and signed by Cllr Bush.<\/p>\n<ol start=\"4\">\n<li><strong> RECEIVE WARD COUNCILLORS REPORT<\/strong><\/li>\n<\/ol>\n<p><strong>\u00a0<\/strong>Cllr McLean reported on the following matters:<\/p>\n<ol>\n<li>Delayed refuse collections over the Christmas period by Serco were due to rats chewing through the hydraulic pipes on their vehicles. MKC will be questioning the re-organisation of Serco\u2019s refuse collection service.\u00a0 The Parish Council has until 24<sup>th<\/sup> January to respond to the consultation. <strong>ACTION: SS<\/strong><\/li>\n<\/ol>\n<ol start=\"2\">\n<li>Cllr McLean will be writing to the head of highways (Mr Sean Rooney) at MKC to report their failure to clear the ditch in Sherington High Street after Mr John Cook reported that this ditch had recently overflowed. After the site meeting with Cllr Geary and Mr Cook it had been decided that a sloping ramp was required to avoid debris blocking the ditch but this had not yet been installed.\u00a0 Cllr McLean asked if in future photographs could be taken of the ditch when a problem occurred.<\/li>\n<\/ol>\n<p><strong>ACTION: Cllr K McLean<\/strong><\/p>\n<ol start=\"5\">\n<li><strong> RECEIVE REPORT ON ACTIONS FROM LAST MEETING<\/strong><\/li>\n<\/ol>\n<p><strong>5.1<\/strong>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Appeals update:<\/p>\n<p><strong>5.1.1<\/strong>\u00a0\u00a0\u00a0 Alms Houses \u2013 Cllr Bush reported that this appeal would take the form of written representations.\u00a0 Chris Akrill and Messrs Shoosmiths have been appointed to help draft the PC response, the deadline for submission is 12<sup>th<\/sup> January 2018.\u00a0 It was agreed that this would be circulated to Councillors to retrospectively approve. <strong>ACTION: WB<\/strong><\/p>\n<p><strong>5.1.2<\/strong>\u00a0\u00a0\u00a0 Bedford Road \u2013 Cllr Bush reported that this was to be a full public tribunal and that Chris Akrill and Shoosmiths are appointed to draft the PC submission.\u00a0 Cllr Bush said that he proposed to speak at the tribunal.\u00a0 Advice from Mr Allen Sacbuker, MKC, would also be taken.\u00a0 All councillors agreed with this action.\u00a0\u00a0 Mr Keith Carey also suggested that a second opinion by an expert witness would be required, it was agreed that this would be sought.\u00a0<strong>ACTION: WB<\/strong><\/p>\n<p><strong>\u00a0<\/strong><strong>5.2<\/strong>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Mineral plan and shooting ground \u2013 Cllr Bush, reported in Cllr Shaw\u2019s absence, that a site meeting had been arranged with Jim Gardner for 19<sup>th<\/sup> January 2018.\u00a0<strong>ACTION: SS<\/strong><strong>\u00a0<\/strong><\/p>\n<p><strong>5.3<\/strong>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Biodiversity contract \u2013 Cllr Bush reported, in Cllr Shaw\u2019s absence, that an ecology consultant had been appointed and that a biodiversity meeting would be scheduled and report back to the PC.\u00a0 <strong>ACTION: SS<\/strong><\/p>\n<p><strong>5.4<\/strong>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Pavilion rent negotiation \u2013 Cllr Hughes reported that Mr Thomas Birks, Brown &amp; Co, had been asked to supply an independent value of the land \u2013 this had not yet been received and Cllr Hughes will report to the next meeting with progress.\u00a0 Cllr Bush reported that Mr Michael Cook had telephoned him to arrange a meeting to discuss this \u2013 as we had nothing yet to discuss it was decided that Cllr Hughes will email Shires Farms to update them.\u00a0 A meeting will be arranged when we have received the valuation.\u00a0\u00a0<strong>ACTION: AH<\/strong><strong>\u00a0<\/strong><\/p>\n<p><strong>5.5\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 <\/strong>Precept increase \u2013 an increase of 2.2% was discussed and approved.\u00a0<strong>ACTION: WB\/AT<\/strong><\/p>\n<ol start=\"6\">\n<li><strong> CLERK\u2019S REPORT<\/strong><\/li>\n<\/ol>\n<p><strong>6.1<\/strong>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 15 Carters Close \u2013 this has been approved by MKC.<\/p>\n<p><strong>6.2<\/strong>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 GDPR Notice from BALCC \u2013 Cllr Thatcher reported that new rules concerning data storage will come into force in May 2018.\u00a0 A councillor will be required to take on the role of a data protection officer rather than the Parish Council Clerk.<\/p>\n<p><strong>6.3\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 <\/strong>Cllr Thatcher will circulate all councillors with the MK framework proposal and this to be discussed at the next meeting.<\/p>\n<p><strong>ACTION: AT\/All Cllrs<\/strong><strong>\u00a0<\/strong><\/p>\n<ol start=\"7\">\n<li><strong> PAVILION <\/strong><\/li>\n<\/ol>\n<p><strong>7.1\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 <\/strong>Car park repair\/drainage \u2013 Cllr Selvey reported that LGSS (Local Government Shared Services) are able to supply the three necessary quotes for this work to be done at a cost of \u00a3240 \u2013 this was agreed.\u00a0<strong>ACTION: MS<\/strong><\/p>\n<p><strong>7.2\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 <\/strong>Recruitment of caretaker \u2013 Cllr Thatcher reported that the new caretaker, Sandra, had started work and improvements in the pavilion had already been made.\u00a0 A contract of employment needed to be drawn up and signed.\u00a0<strong>ACTION: SS<\/strong><\/p>\n<ol start=\"8\">\n<li><strong> VILLAGE CARETAKER<\/strong><\/li>\n<\/ol>\n<p>Cllr Thatcher reported that the new caretaker was working well and improving the upkeep of the village.\u00a0 He would be asked to cut shrubbery in the High Street, repair a fence at the Pavilion, repair\/replace rails on the Knoll, refurbish and repaint the Knoll phone box.\u00a0 Cllr Hughes will purchase, on behalf of the PC, tools for the caretaker\u2019s use.\u00a0 It was also reported that the kerb stones in Hill View still had not been repaired\/replaced.\u00a0<strong>ACTION: AT\/AH<\/strong><strong>\u00a0<\/strong><\/p>\n<ol start=\"9\">\n<li><strong> FINANCE<\/strong><\/li>\n<\/ol>\n<p><strong>9.1\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 <\/strong>Cllr Thatcher read out the monthly balances.<\/p>\n<p><strong>9.2\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 <\/strong>All cheques to be signed were approved. \u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 \u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0<strong>ACTION: WB\/AT<\/strong><\/p>\n<p><strong>9.3<\/strong>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Approve precept\/application \u2013 the increased precept of 2.2% had been approved earlier in the meeting.\u00a0 Heather Baker at MKC to be emailed with this information.\u00a0<strong>ACTION: WB<\/strong><strong>\u00a0<\/strong><\/p>\n<ol start=\"10\">\n<li><strong> PLANNING APPLICATIONS<\/strong><\/li>\n<\/ol>\n<p><strong>10.1\u00a0\u00a0\u00a0\u00a0 <\/strong>17\/03349\/TCA \u2013 16 Park Road \u2013 approved with no comment.<\/p>\n<p><strong>10.2\u00a0\u00a0\u00a0\u00a0 <\/strong>17\/03383\/FUL \u2013 1 High Street \u2013 approved subject to comments made by Listing Building\/Conservation Officer.<\/p>\n<p><strong>10.3<\/strong>\u00a0\u00a0\u00a0\u00a0 17\/03418\/FUL \u2013 The White Hart \u2013 Cllr Hughes asked if there would be sufficient car park spaces \u2013 Mr Keith Shepherd reported that he expected there to be less car parking than is currently used by the occupants of the building.\u00a0 No further comments.<\/p>\n<ol start=\"11\">\n<li><strong> CONSIDER CORRESPONDENCE AND NEW CONSULTATIONS<\/strong><\/li>\n<\/ol>\n<p><strong>11.1<\/strong>\u00a0\u00a0\u00a0\u00a0 MK Budget response<\/p>\n<ol start=\"12\">\n<li><strong> EXTERNAL MEETINGS<\/strong><\/li>\n<\/ol>\n<p><strong>12.1<\/strong>\u00a0\u00a0\u00a0\u00a0 Parish Forum meeting update &#8211; Cllr Selvey attended this meeting and reported that a booklet was distributed which gave information regarding what the public should do in an emergency.\u00a0 It was decided that this should be distributed to all villagers and Cllr Selvey would make enquiries to obtain copies.\u00a0<strong>ACTION: MS<\/strong><\/p>\n<ol start=\"13\">\n<li><strong>RECEIVE PUBLIC COMMENTS<\/strong><\/li>\n<\/ol>\n<p><strong>13.1<\/strong>\u00a0\u00a0\u00a0\u00a0 Mr Keith Carey said that the Neighbourhood Plan (NP) adoption status should be given full weight in all appeals particularly the designation of local green space.\u00a0 Cllr Bush reported that the NP creates this designation but would check with Michael Moore at MKC.\u00a0<strong>ACTION: WB<\/strong><strong>\u00a0<\/strong><\/p>\n<ol start=\"14\">\n<li><strong> COUNCILLORS ITEMS<\/strong><\/li>\n<\/ol>\n<p>Defibrillator &#8211;
