{"id":1389,"date":"2018-01-20T21:40:23","date_gmt":"2018-01-20T21:40:23","guid":{"rendered":"http:\/\/www.sheringtonpc.co.uk\/?p=1389"},"modified":"2018-01-20T21:40:23","modified_gmt":"2018-01-20T21:40:23","slug":"minutes-19th-december-2017","status":"publish","type":"post","link":"https:\/\/www.sherington-pc.gov.uk\/index.php\/2018\/01\/20\/minutes-19th-december-2017\/","title":{"rendered":"Minutes 19th December 2017"},"content":{"rendered":"<p><strong>PC MINUTES FROM 19<sup>th<\/sup> DECEMBER 2017<\/strong><strong>\u00a0<\/strong><\/p>\n<p><strong>Minutes of the meeting of Sherington Parish Council held on Tuesday, 19<sup>th<\/sup> December 2017 at the Pavilion, commencing at 7.30pm.<\/strong><\/p>\n<p><strong>PRESENT:<\/strong>\u00a0\u00a0\u00a0 W Bush (Chair), Cllrs Thatcher, Selvey, Shaw and Hughes<\/p>\n<p><strong>ALSO ATTENDING:<\/strong>\u00a0 Cllr McLean (Ward Councillor) and 5 members of the public<\/p>\n<ol>\n<li><strong> RECEIVE AND ACCEPT APOLOGIES FOR ABSENCE<\/strong><\/li>\n<\/ol>\n<p>Cllr Johnstone.<\/p>\n<ol start=\"2\">\n<li><strong> RECEIVE ANY DECLARATIONS OF INTEREST<\/strong><\/li>\n<\/ol>\n<p>None.<\/p>\n<ol start=\"3\">\n<li><strong> APPROVE MINUTES FROM LAST MEETING \u2013 7<sup>th<\/sup> November 2017<\/strong><\/li>\n<\/ol>\n<p>The minutes were approved, with manuscript edits made and signed by Cllr Bush.<\/p>\n<ol start=\"4\">\n<li><strong> RECEIVE WARD COUNCILLORS REPORT<\/strong><\/li>\n<\/ol>\n<p>Cllr McLean reported on the following matters<\/p>\n<ol>\n<li>Cllrs Geary and Hoskins sent their apologies for absence.<\/li>\n<li>Plan MK \u2013 MK Council will be filing their report by 5pm on 20<sup>th<\/sup> December 2017.<\/li>\n<li>A509 \u2013 problems regarding this have been reported to the relevant authority.<\/li>\n<li>MKC budget is now out and the PC should send in their report by the end of January 2018.<\/li>\n<li>Grit bins \u2013 requests for bins to be refilled should be sent to the Highways Dept.<\/li>\n<li>The report that bus no. 33 is to be taken out of the timetable is now with Mark Lancaster, MP, to contest this matter.<\/li>\n<li>Cllrs McLean, Geary and Hoskins will be available to contact over the Christmas period in the event of emergencies.<\/li>\n<li>After a question from Mr David Williams, it was reported that the Plan MK comments would be available to read on the portal.<\/li>\n<\/ol>\n<ol start=\"5\">\n<li><strong> PLAN MK<\/strong><\/li>\n<\/ol>\n<p>Cllr Bush advised that the Parish Council\u2019s comments had been submitted and would be available on the website.<\/p>\n<p><strong>ACTION : AT<\/strong><\/p>\n<ol start=\"6\">\n<li><strong> LATHBURY MINERALS SITE<\/strong><\/li>\n<\/ol>\n<p><strong>\u00a0<\/strong>Cllr Bush reported that James Gardner still had concerns regarding the minerals site and has asked that the Parish Council make a site visit \u2013 agreed by all councillors.\u00a0<strong>ACTION : SS<\/strong><\/p>\n<p><strong>7.1\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 BIODIVERSITY<\/strong><\/p>\n<p>Cllr Shaw recommended that we engage the professional service of Ecology by Design to help with mapping, grant applications etc.\u00a0 \u2013 agreed by all councillors.\u00a0<strong>ACTION : SS<\/strong><\/p>\n<p><strong>7.2\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 ALLOCATED SITES UPDATE<\/strong><\/p>\n<p>Nothing to report.<\/p>\n<p><strong>7.3\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 VILLAGE SHOP UPDATE<\/strong><\/p>\n<p>Cllr Thatcher said that there was money in the budget to fund the drawing up of plans.\u00a0 Cllr Johnstone is to arrange a meeting of the Shop Subcommittee.\u00a0<strong>ACTION : RJ<\/strong><\/p>\n<ol start=\"8\">\n<li><strong> PAVILION<\/strong><\/li>\n<\/ol>\n<p><strong>8.1\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Rent negotiation<\/strong><\/p>\n<p>Cllr Hughes is to contact and engage Tom Birks at Brown &amp; Co,\u00a0 Banbury (recommended by Cllr Geary) in order to obtain an independent rental valuation of the sports ground to enable this matter to proceed further.\u00a0<strong>ACTION : AH<\/strong><\/p>\n<p><strong>8.2\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Car park and drainage work<\/strong><\/p>\n<p>It was reported that the drainage works still had not been started due to the inability to obtain three quotes for the work.\u00a0 It was agreed that another attempt at securing quotes would be made.\u00a0<strong>ACTION : MS<\/strong><\/p>\n<p><strong>8.3\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Recruitment of caretaker<\/strong><\/p>\n<p><strong>\u00a0<\/strong>Cllr Shaw said that he would arrange to meet with a candidate for the job who lives in Perry Lane.\u00a0<strong>ACTION : SS<\/strong><\/p>\n<ol start=\"9\">\n<li><strong> VILLAGE CARETAKER<\/strong><\/li>\n<\/ol>\n<p>Cllr Thatcher reported that new equipment was required: tools for hedge clearing, 4-wheel trolley, brooms and shovel.\u00a0 It was agreed that up to \u00a3500 could be spent on this equipment.\u00a0 It was also reported that the broken kerb stone in Hill View\/Perry Lane had not yet been fixed and it had been caused by local residents parking on the pavement.\u00a0<strong>ACTION : AT<\/strong><\/p>\n<ol start=\"10\">\n<li><strong> FINANCE<\/strong><\/li>\n<\/ol>\n<p><strong>10.1\u00a0\u00a0\u00a0\u00a0 <\/strong>Cllr Thatcher read out the monthly balances.<\/p>\n<p><strong>10.2\u00a0\u00a0\u00a0\u00a0 <\/strong>All cheques to be signed were approved.<strong>\u00a0<\/strong><\/p>\n<ol start=\"11\">\n<li><strong> PLANNING APPLICATIONS<\/strong><\/li>\n<\/ol>\n<p><strong>11.1\u00a0\u00a0\u00a0\u00a0 17\/01260\/FUL \u2013 erection of 7 Alms Houses <\/strong>\u2013 the Parish Council had now been notified of this appeal.\u00a0 Cllr Bush will liaise with Chris Akrill and Shoosmiths.\u00a0 The PC appeal submission to be submitted by 12<sup>th<\/sup> January 2018.\u00a0<strong>ACTION : WB<\/strong><\/p>\n<p><strong>11.2\u00a0\u00a0\u00a0\u00a0 17\/03119\/FUL \u2013 conversion of the barn in Gun Lane<\/strong> \u2013 Cllr Bush reported that this application would not be supported by the Parish Council but it had been too late for the Parish Council to comment but individual comments had been sent in.\u00a0 Cllr McLean said that the application for the extension was likely to be granted.\u00a0 Cllr Bush to notify\/comment to MKC. ACTION : WB<\/p>\n<p><strong>11.3\u00a0\u00a0\u00a0\u00a0 17\/00037\/REF \u2013 land south of 7 Bedford Road <\/strong>\u2013 Cllr McLean reported that this was to\u00a0 be in the form of a public enquiry, possibly taking 3 days.\u00a0 It was agreed that the Parish Council would seek professional advice from Shoosmiths and Chris Akrill to help with submitting our comments to the planning inspector.\u00a0<strong>ACTION : WB &amp; SS<\/strong><\/p>\n<ol start=\"12\">\n<li><strong> CONSIDER CORRESPONDENCE &amp; NEW CONSULTATIONS<\/strong><\/li>\n<\/ol>\n<p>Cllr Thatcher said the Parish Council had been asked to attend the MK Budget Submissions meetings to be held on 10<sup>th<\/sup> and 24<sup>th<\/sup> January 2018.<\/p>\n<p>It was reported that there was a Parish Forum meeting on 21<sup>st<\/sup> December 2017 \u2013\u00a0 Cllr Selvey said he would attend.\u00a0<strong>ACTION : MS<\/strong><strong>\u00a0<\/strong><\/p>\n<p><strong>\u00a0<\/strong><\/p>\n<p><strong>\u00a0<\/strong><\/p>\n<p><strong>\u00a0<\/strong><\/p>\n<p><strong>\u00a0<\/strong><\/p>\n<ol start=\"13\">\n<li><strong> PUBLIC COMMENTS<\/strong><\/li>\n<\/ol>\n<p>&nbsp;<\/p>\n<p>A member of the public asked if the Parish Council would be attending the Bedford Road appeal (public enquiry).\u00a0 Cllr Bush reported that the Parish Council would be represented and our submissions made possibly by a barrister.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>ACTION : WB<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<ol start=\"14\">\n<li><strong> COUNCILLORS ITEMS<\/strong><\/li>\n<\/ol>\n<p>&nbsp;<\/p>\n<p>Cllr Thatcher went through the proposed budget for the coming financial year and various amendments were made, it was reported that there would be a .89% increase in our precept.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>ACTION : AT<\/strong><\/p>\n<p><strong>\u00a0<\/strong><\/p>\n<ol start=\"15\">\n<li><strong> DATE OF NEXT MEETING<\/strong><\/li>\n<\/ol>\n<p>&nbsp;<\/p>\n<p>Tuesday, 2<sup>nd<\/sup> January 2018 at 7.30pm.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p><strong>THE MEETING OPEN TO THE GENERAL PUBLIC CLOSED AT 9pm<\/strong><\/p>\n<p><strong>\u00a0<\/strong><\/p>\n<p><strong>\u00a0<\/strong><\/p>\n<ol start=\"16\">\n<li><strong> CONFIDENTIAL PARISH COUNCIL BUSINESS<\/strong><\/li>\n<\/ol>\n<p>&nbsp;<\/p>\n<p>The various candidates for the role of Parish Clerk were discussed and it was agreed that Cllr Shaw would contact two of the most favoured candidates to arrange interviews during the week of 15<sup>th<\/sup> January 2018.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>ACTION : SS<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>There being no further business the meeting closed at 9.45pm.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>PC MINUTES FROM 19th DECEMBER 2017\u00a0 Minutes of the meeting of Sherington Parish Council held on Tuesday, 19th December 2017 at the Pavilion, commencing at 7.30pm.
