Minutes of the meeting of Sherington Parish Council held on Tuesday 3rd October \u00a02017 at the Village Hall, commencing at 7.30pm<\/strong><\/p>\n

Cllr Bush commented on the following:<\/p>\n

Consultations \u2013 Fell 2 trees<\/strong><\/p>\n

Cllr Bush spoke to Bobb Widd from MKC and the planning officer who explained there was an explanation of why the trees needed to be felled but this had not been put on the planning portal.\u00a0 Furthermore there had been a mistake regarding the deadline at MKC and it had expired.\u00a0 However the applicant had accepted an extension to the consultation period. <\/strong>A comment was filed from the PC and a request that the application be m<\/strong>heard by Development Control committee unless a satisfactory site visit could be arranged in the meantime to resolve the matter.<\/strong><\/p>\n

Lathbury Consultation<\/strong><\/p>\n

Cllrs Bush and Shaw attended the meeting.\u00a0 Cllr Shaw reported that a portion of the area had shrunk a bit but the key worry was the traffic and the amount of trucks going in and out of the site. Approximately 80 \u2013 90 vehicles would be going to and from the site, it was essential that the approved route was adhered to.<\/p>\n

Cllr Bush advised that Jim Gardiner had concerns regarding people going near the river when the shoot is on, there was no plan for bunding there.\u00a0 Cllr Bush and Shaw raised this point with the planning consultants. Jim Gardner is meeting the principal of the applicant.<\/p>\n

Councillor Shaw is to draft a comment covering the above for formal transmission to the planning consultant.<\/p>\n

MKC paper on S106\/TIL\/CIL-consultation<\/p>\n

A response has been sent on behalf of SPC<\/p>\n

Cllr Bush explained that this paper set out proposals on how \u201cplanning gain\u201d would be sought and allocated in future.SPC comment focussed on the need to specifically allocate funds raised to local parishes and develop appropriately granular methodology to achieve this. Examples being biodiversity projects,community assets and facilities to make heritage features more accessible to the public.<\/p>\n

Final call for comments from PC that will go to the inspector and not MKC.\u00a0 TY to ask MKC for deadline.<\/td>\n

Cllr Bush reported that the Referendum took place and it was a great success.\u00a0 392 yes to 12 no votes.\u00a0 Thank you very much to the Steering Group for all your efforts. The <\/strong>\u00a0policies will guide much of <\/strong>the business of the Parish Council<\/strong> going forward.<\/td>\n\u00a0<\/strong><\/td>\n<\/tr>\n
8.\u00a0\u00a0\u00a0\u00a0\u00a0 <\/strong>RECEIVE WORKING PARTY REPORTS AND CONSIDER MATTERS ARISING<\/strong><\/td>\n\u00a0<\/strong><\/td>\n<\/tr>\n
SHOP <\/strong>\u2013 Cllr Bush suggested getting a working group together to consider starting work on surveys,Architectural drawings and a planning application.He suggested that there was no reason to delay this preliminary work as funds from shop rents could be used to fund these costs.He added that the PC could borrow to commence work if funds from the development sites in the village were slow in arriving.<\/p>\n

PAVILION \u2013 <\/strong>TY advised that details had been sent to Cllr Geary as requested by no response has yet to be received<\/p>\n

BIODIVERSITY \u2013 <\/strong>Cllr Bush advised for all interested parties to get together and make a plan.\u00a0 Cllrs Shaw to obtain emails and arrange.<\/td>\n

10. PLANNING APPLICATIONS \u2013 CONSIDER RESPONSE TO MKC<\/strong><\/td>\n\u00a0<\/strong><\/td>\n<\/tr>\n
10.1 <\/strong>17\/02531\/TCA 1 Leys View<\/p>\n

No adverse comments<\/p>\n

10.2 <\/strong>17\/02469\/FUL The Small House<\/p>\n

Cllr Johnstone commented that it was a shame what was happening to the house as it had been damaged by previous planning.\u00a0 Cllr Shaw raised concern regarding the parking and that the quality was being eroded. Cllr Bush reported that the conservation Area was not mentioned in the application and that this development would further erode the quality of the conservation area.<\/p>\n

It was agreed that the PC would not support the application on the basis of NP1,which states that development within the settlement boundary will only be supported if it preserves and enhances the Conservation Area.<\/p>\n

10.3 <\/strong>17\/02422\/DISCON The Small House<\/p>\n

Cllr Bush commented that this was a discharge of condition. No comment<\/p>\n

10.4 <\/strong>17\/02421\/DISCON the Small House. As above.<\/p>\n

10.5 <\/strong>17\/02407\/FUL Coffee Shop Alban Hill Nursery<\/p>\n

PC support the application on the basis of policy NP9-support for local businesses.<\/p>\n

10.6 <\/strong>Consideration of other outstanding or recently submitted applications.\u00a0 The White Hart the PC support, on the basis of NP9-support for local businesses,subject to the views of MKC conservation officer given WH is listed and in the Conservation Area.<\/td>\n

Oliver Powell commented that only half the neighbours were given letters regarding the Small House application and MKC advised that only half of the neighbours needed to be notified.<\/p>\n

David Williams asked where the tree plan was.\u00a0 Cllr Bush advised that Cllr Thatcher may know where it is.<\/p>\n

Robert commented that they were having trouble with the O2 network and that calls were dropping out.\u00a0 Cllr Johnstone confirmed that he had the same problem.<\/td>\n

Cllr Shaw mentioned that Liz Sugden has identified potential sources of lottery funding for the village walks and was keen to sit on the Biodiversity group.<\/td>\n\u00a0<\/strong><\/p>\n
