Minutes of the Meeting of Sherington Parish Council held on Tuesday 4th August 2015 at Sherington Pavilion, Perry Lane, commencing at 7.30pm.

ALSO ATTENDING: : Hannah Balazs (Clerk) and four members of the public.
1. RECEIVE AND ACCEPT APOLOGIES FOR ABSENCE
Cllr Thatcher, Cllr Bush and Cllr Caldwell.

3. APPROVE MINUTES OF LAST MEETING
The minutes of the meeting held on 7th July 2015 were agreed as a true record and signed by the Chairman Cllr I Collinge.
4. PAVILION PERRY LANE SPORTS AND RECREATIONAL GROUND
Cllr Constantine gave an update on the working party’s progress with the Pavilion:
The working party have visited Nina Beal the current cleaner and Martin Feasey the temporary caretaker to advise the roles will be combined to give someone some pride over the Pavilion.
Martin Feasey is to keep a timesheet so we can see what hours are being worked as the current wage works out at £1.66 a day. Martin is happy to complete the line painting on the pitch, general jobs etc. The gate is now being locked again at night and when the Pavilion is not in use. Martin is also going to find out whose cars are parked in the car park.
The role will be advertised in the SCAN Magazine and around the village on the notice boards. Hannah will action this. Action: HB
The working party will complete interviews and the role will be filled ready for October and the caretaker/cleaner will be an employee of the council and will be added onto payroll.
The job description has been agreed by all cllrs and an hourly rate is to be agreed in the future once it is know what hours are being completed. Action: RC
The bins are to be emptied when full and put into the shed and taken down to the road the night before the rubbish collection is due.
The bin that was purchased by the previous parish council has been found and is in one of the changing rooms – this now needs to be decided where to put this. Action: RC
It was agreed that a sign needs to be purchased to say ‘No Parking near Garages’ and another to say ‘These Gates will be locked over night’ Action: HB
A hire agreement is required and the hire fees need to be looked into to run more like the village hall.

6. PLANNING APPLICATIONS – CONSIDER RESPONSE TO MKC
6.1. Reference 15/01761/DISCON – 10 High Street – Details submitted pursuant to discharge of conditions 3 (external materials) and 4 (rain water drainage) attached to planning permission 14/00696/FUL – 17th Aug – No Adverse comments Action: HB
6.2. Reference 15/01735/LBC – The Small House 6 High Street – Replacement staircase, conversion of existing garage to form bedroom, partitioning at 1st. floor to form en-suite and dressing room to existing bedroom. New glazing behind existing large timber doors – 24th Aug – As long as the conservation officer is happy the the Parish Council is happy with the application Action: HB
6.3. Reference 15/01697/FUL – 16 Crofts End – Single storey rear extension – 17th Aug – No Adverse Comments Action: HB
6.4. MKC Decisions – 15 Crofts End: Single Storey outbuilding – Approved, 5 Village Close: Removal of a Goat Willow Tree – Approved, 1 Park Road: Removal of a Fir Tree – Approved, 2 Village Close: Erection of new detached single garage – Approved.
7. RECEIVE PUBLIC COMMENTS
7.1 Ali received a note to advise that Water Lane will be closed for resurfacing for the day and then only 4×4 was redone so why did MKC send a letter to advise that the whole road would be closed
8. COUNCILLORS ITEMS
8.1. Cllr Hughes advised there are paper/ sticker signs but feels there should be a proper sign (metal) saying Dogs on Lead in the Parks and Play Area especially along the road/ Village Hall Car Park. This was agreed and Hannah will look into the prices. Action: HB
8.2. Cllr Constantine advised busses are stopping opposite the bus stop near the school and it is affecting a villagers drive way and garden. Action: HB
8.3. Cllr Collinge confirmed the shop is now Parish Council property and the results from a meeting with Bob Wilson at MKC regarding Site Allocations and Neighbourhood Plan. The Site Allocations is only looking at urban areas and the Neighbourhood plan is looking into the housing in the rural areas.
